<p>But, generally speaking, using styles is preferable, at least

I think you are confusing the text frame properties with the
properties of the text in the frame.
Does it work as you expect if you delete the text manually?
I just did a quick test here using Scribus 1.5.2.
In Preferences, text frame tool has default settings
Arial Regular 12 pt
Create text frame - it has default settings, Arial Regular 12 pt
Change text options for frame - Broadway BT 16 pt
Add 3 paragraphs of text
Change text options (font) for text
1st para: Futura
2nd para: Times New Roman
3rd para: Calibri
Leave edit mode by clicking outside frame
Select frame (single click)
Properties show Broadway BT 16 pt, but none of the text currently in
the frame has that font.
Enter edit mode (double click)
Ctrl-A and delete all text
Add new text
Text is Broadway BT 16 pt
This is exactly what I would expect.
