I have followed all instruction that I can find, but have been unable to get
a template to show up when choosing New>From Template. I use Scribus on
Windows, so perhaps this is a factor?

Shouldn't be. You didn't say what Scribus version.

I just checked my 1.3.8 on XP, and they showed up in the initial dialog
in the New > From Template tab.

You might fish around. My built-in templates were located in

C:\Program Files\Scribus 1.3.8\share\templates

See if there is anything in there. If there is nothing, then re-download
Scribus.

Also, I checked 1.3.3.14, and find a similar situation.
I would add that if you're going to re-download, you might as well get
the 1.3.9 version - there are many more templates there.
This is really, REALLY, getting annoying.....
Somebody please fix it in the next version. The latest culprit of this vague error: Selecting three text frames and pressing Ctrl-C to copy them. Luckily, I've learned to save my work about every 5 second with this hap-hazard application.
Unfortunately you give no details so what is going on. If you want to
help, please run it under gdb on linux and produce a backtrace after a
crash. Its really only with something like that that we can trace a
crash. If you can't do that, we cannot trace the problem you face. The
crash could be occurring in Scribus code or any of the supporting code.

thanks
Well Mike you'll be lucky if anyone other than me bothers to post an
answer to your vague and somewhat insulting post. The people in this
forum are merely users like yourself. If you have found a genuine
reproducible bug then post a proper bug report to the developers.

Does it ever cross your mind to tell us which OS you're using (your
attitude, using msn.com and posting in html suggests it's MS Windows).
What version of Scribus are you using? What type and size of document
are you trying to create? etc, etc, etc.

If you can't be bothered to supply even this basic level of info then
don't expect a quick solution.

For myself I can't be be bothered to say anymore.
