What you might try as an alternative would be to make a collection of text frames, perhaps by using Multiple Duplicate. You can adjust individual frames and borders, and you aren't even committed to an overall rectangular shape. Once you get the effect you need, then you can Group the collection. You can even convert individual frames to image or polygon type.
I can remember that you used to be able to show parts of a border of table cells, but this seems to have disappeared.

Double click into the table cells and use the Table Properties window. The rendering order needs fixing but it is possible.
