yes, that should be possible.
(i did not check the details, but i've not eared of any changes that
would break the compatibility either)

if your computer is powerful enough, your best choice is probably to
install an older version of ubuntu in a virtual machine and install
scribus 1.4 in there.

if you have access to an older ubuntu and are comfortable with building
appimages, you can of course create one there.
if you do so, please share your scripts: i might be tempted to add it
to the gitlab continuous integration.

btw, macos users with a current version of their os will have the same
problem (and for them the simple solution is also to use an ubuntu
virtual machine) so depending on what the other contributors are using,
you should really think of moving to 1.5...

(of course, compiling scribus 1.4 is probably possible, but i fear that
it's the most complex thing you can do)
