Wouldn't the correct way about this be to use a color-managed image
editing software, which also has a soft-proofing function/mode? Of
course this assumes a calibrated and profiled monitor.

I mostly work with RAW images, so my tool of choice is darktable. But
for JPEG and other raster images I believe Gimp and Krita have the
necessary color management support. So that's where I would prepare
images with soft-proofing enabled for printer's profile (Fogra or ISO
Coated V2 in your case), before using them in Scribus.
