HI Sanjay,
I guess it depends on what you mean by "manually".
It's not very difficult - go to File > Document Setup > Document Setup tab.
Under General - Page Size, resize the page with Width and Height spinboxes (you don't need to change the page type).
I presume you will want to check to apply the changes to all pages and Master Pages, if you have any.
Next in the Margins and Bleeds tab, at the bottom set the Bleeds as you wish. Click Ok.
When you export to PDF, under the Pre-Press tab, check for Bleed/Crop marks, and check to Use Document Bleeds.
