There are several ways, use a Master Page or place an object on a layer
below the rest of the content. If you want it on top of the content you
will have to use the latter solution (and need to copy it to each page),
Master Pages content always end up below the page content. Of course you
don't HAVE to use a separate layer, you can just place it in a frame and
place that frame above or below the content.
