[scribus] Dragging guides.

Imagine, you want to make a decorative "frame" around a Scribus document:
You place guides around and then you place your decor (for example
circles, or stars or whatever) unto the guides. Depending on your
layout, you will have half-circles or sectors all the way around your
document. Each "facing" toward the centre of the document.
I can imagine many more objects on Scribus documents which are just
"leaning in" or "hanging outside" like promotional stickers or whatever.
Or using larger-than-page objects to create backgrounds, for example
text-frames with reduced saturation. Would be helpful to be able to
guide-align such background objects.
So maybe for version 1.6 this limit for guides (to be placeable inside
the document only) could be removed? Hope it is not too hard technically.
thanks,
Martin
