I use jpeg as slides for presentation from a projector. Some of the slides
have text created using publisher along with the picture.

Yes but jpeg is a lossy bitmap format and Scribus
natively produces vector images such as pdf and
svg. Among bitmap forms I prefer png which is not
lossy. However Scribus does not create that
AFAIK.
I am interested in what application you would be
using the jpeg file in. Is text involved?
