In Elements, ideally you should be able to save as Photoshop 6 PSD.
Scribus has excellent support for that, including working around some
documentation bugs in the spec, which Franz did an amazing job of
TIFF or EPS also are good formats to export.
Have not used Elements in years, as I am on Linux.
