Except if this problem, scribus is the perfect tool for your work.

I think that you got all answers to this. Even if they do not help you
directly.
I only can repeat what was said before. You have to think in frames.
Everything is in frames. Create first the frame structure you want to
use. Layer them properly and then import the texts and images.
Please, do not write the text in scribus. You can do the small
changes later in scribus but try to avoid writing your text in
scribus. It will save you some frustration. Write the text first in any
kind of editor you want and then import it. I prefer simple editors like
gedit or kate for this. Both have a spell checker but do not bother you
with other things.
