[scribus] Limit to number of layers?

I think that dcat's logic makes sense about the reason for having 
layers. The ability to turn on/off visibility and printing is useful, 
and I've done it myself. It also helps to protect items you don't want 
to accidentally edit, by having them on an inactive layer. 
Locking/unlocking individual items gets tedious.

The discussion seemed to get sidetracked into arbitrary arguments about 
how many layers one might need/want.
