AFAIK, there is no way for Scribus to do this exactly the way you ask.
Javascript can be put into a PDF form with Scribus, but has to be able 
to use the PDF reader for its functionality.

One can, of course, link from one PDF to another, to link to a different 
page in the same PDF, but it seems that these would be static rather 
than dynamic documents. I don't know if even InDesign has such capability.
