What is common for application programs to do when an "illegal" move is done is to throw out a system beep or a dialogue explaining that XYZ can't be done.
What Scribus does is get into a little knot where the white arrow blinks for a long time, and Scribus is unresponsive to User control. I should think a simple beep or simply warning would be enough, rather than sending the entire application into a tizzy.
some folks may have many years of muscle memory invoking a hand tool as in many other applications (often the space bar held down).
