Tiger is MacOS X 10.4, and versions of it run still on a PowerPC G4 processor and not on the Intel processors.
I know at least one user, who built Scribus 1.3.9 from the sources.
It finally took about a day of compilation time ( including QT4 ) on a Mac mini, after debugging this process with very competent support from the scribus list team.
This user does not want to repeat this experience, until he is assured that he would be successful again - but only for a finally stable release of Scribus.
Any prepackaged version for MacOS X 10.4 and a PowerPC processor would be really preferred!
