personally, i'm ready to wait for his submission, even if we don't 
extend the deadline...
we can break the rule by extending the deadline for everybody or by 
allowing the people who already have announced their interest to finish 
their submission... and if somebody makes a new submission during this 
period, we will probably break the rules again by allowing their 
submisstion, too...

as i said: in my eyes, the rules are there to allow us to find good 
proposal and people, not to fulfill the rules!

let's break rules, but let's break them in the way that gives us the 
greatest advantage! :-)
