Maybe you think you know how to rotate but don't.

If you use the Transform feature, (Item > Transform), you will indeed 
rotate the frame but not its contents.

What you want to use is either the Rotation spinbox in Properties > X, 
Y, Z (note that the basepoint around which the frame rotates is a 
setting in that same tab) or click the Rotate icon on the toolbox menu 
-- in between the Pencil and Magnifying glass. Here you just rotate with 
the mouse.
