I have a simpler approach:
1. Establish in Scribus a cmyk palette and use an appropriate icc profile.
2. For every file to be imported save it in tiff form from the creation 
program.
3. Run the following imagemagick command on each file:
convert foo.tiff -colorspace cmyk foo.png

For files going to LSI I take one additional step. I import the sla file 
into Scribus 1.5.0 and save it as pdf X/1-a:2001.

SVG files are inherently RGB so they should be saved in another format from
e.g., Inkscape. Tiff will work if the resolution is high, like 600 dpi.

I am not sure but i suspect that if an sla file is exported to print the 
conversion occurs automatically. But just to be on the safe side I do step
3 above.
