[scribus] Pagination in Scribus

I just created a new, blank document of 12 pages. I went into File >
Document Setup > Sections and changed the Start column to 5. Then, on
the first page I placed a text frame and inserted a page number. The
number appeared as 5.

I am using 1.3.9 on Fedora 14, x86_64. I wonder if a bug crept in by
the time your version came out. See if you can upgrade to 1.4.0 RC5. If
that doesn't help, go to bugs.scribus.net and search for a bug.
