The dpi is not the issue, it might have to do with the size of the 
image. Regardless of the dpi, Scribus loads the original file into RAM; 
your dpi setting just will come into play with output (print or PDF) and 
to some extent the display.

It doesn't look like the command line will be helpful -- I tried it in 
XP and it seems the CLI detaches itself as soon as it runs the .exe.

If we can get his attention, Peter Linnell should be quite interested in 
this problem of yours. Based on my understanding, this shouldn't be 
happening.
