Not exactly sure what you want to do, but maybe if you look here,
http://wiki.scribus.net/index.php/How_to_make_a_booklet you may see
something of interest.

If you wish to merely create a small newsletter, fold an A4 page in
half so there are 4 A5 pages, then other avenues are open to you.

File->New->A4 Landscape
2 pages, automatic (2 off) text frames.

Then manually lay the work out, pages 2-3 on one sheet, 1-4 on the other
