Here is what I find in my 1.3.9svn:

If I change the size of such a group, image frames and enclosed images 
scale, and the text _frame_ scales, but not the text. And this is with 
all sorts of uses with modifying keys - Shift, Shift+Alt, Shift+Ctrl, 
Ctrl ...

If I work with a text frame only, holding Ctrl+Alt will not only scale 
the frame but also the text size.

I think the best advice would be to break up a combination of image and 
text frames, and scale each kind separately.
