Over the years I done hundreds of job for typografy&laser - print in Inkscape, never care about to CMYK into Inkscape, my monitor works with AdobeRGB, when I finish the work sometimes I re-export my Inkscape generated png with scribus into pdf, sometimes converted it in tiff with GIMP . The works goes to typo (not always the same) but never the final colour in finished product was visible modified from the customer accepted look. Sorry my english isn't to good, I hope you understand me.

Inkscape will export a variety of formats and Scribus will import a
variety of formats. That said, what is the best way to move a file
from one to the other? I will be using an ICC profile in Inkscape to
try to maintain CMYK defined colors.

Likely choices are:
Plain SVG
eps
pdf

The workflow will be to lay out a book cover in Inkscape but use
Scribus to do the final save in PDF X/1-a and CMYK.
