You should be able to manually resize the Scribus window. I notice in my 
XP version clicking the resize button at the right side of the title bar 
doesn't do much.

If you can get your mouse cursor to the sides or bottom of the window, 
you should be able to click-drag to resize. For whatever reason, the 
mouse cursor doesn't change to show you can resize until you click, but 
if you're reasonably close to the edge it should work.

You may need to move the Properties window separately.
