I don't have the deepest knowledge of MS Publisher. However, I do have
access to a licensed copy of MS Publisher 2007 on my desktop at work. It can
save files to Publisher 98, Publisher 2000 and Publisher 2007 formats.

I would be willing to generate some test documents to help with
reverse-engineering the formats so Scribus can import them.
