[scribus] Wrapping text around picture behind text

I'm not sure that I understand the exact effect that you're trying to achieve, but, you might consider creating a dummy object (just an empty picture frame) and using that for your text wrap. This might meet the requirements that you specify.
I'm not sure if there is another (smarter) way to do it, but this is something that I do in Illustrator and Inkscape all of the time. (And yes, I know there are probably smarter ways to do it there, as well.)
