[scribus] Automagically insert correct German quotation marks instead of manually inserting them?

You replied to my "*bump*" mail with a mere "no" which I can hardly 
interprete as an answer to my two questions in my original e-mail.

It's no problem though since a few others have stepped in with more 
elaborate and in-context replies.
