[scribus] using symbols like ', ^, ~

In the Story editor,

Insert->Insert Glyph (the character palette will appear)

Then click on the left hand icon, and select the character from the
"Enhanced character palette"

(The glyph needs to be in your font, but I guess your font has that
glyph)
