You need to explore the complicated world of color management.
Unfortunately, it is far too complex to go into here.

More direct answers:

1) No. You need to enable color management to somewhat simulate screen
vs printed appearnce

2) Use "printer" if you are giving the thing to a printer

3) Probably "yes"

I'm sure others will post more verbose responses, but this is a start at least.
