One way to do that is in the properties palette for the text frame.
(Right-click and select Properties.) In the properties palette click on
the Text button. There you will see line spacing options. 

A better way is to use styles. Styles allow you to specify a lot more
settings than just the line spacing. Styles are also a lot faster and
easier to use. And styles help you to enforce consistency in the
document.

Discussing more about text frames and styles would take pages. Perhaps
