Click the link that says Ghostscript 8.60+ installer

This takes you to a page where you want to click either gs863w32.exe or 
gs863w64.exe depending on your CPU.
This .exe file is the installer, so run this after you download it.

If you need to in Scribus, go to File > Preferences > External Tools, 
and click Change under Postscript Interpreter to go to the gs 
executable, which will look something like gswin32c.exe (for 32-bit).
