Layers usage will be being changed in future versions of 1.3.x after 1.3.5, 
Master Pages is a convention used in the industry, and with the layers used 
across master pages and normal pages being enhanced they will not simply be a 
foundation as has been described.

What is now Master Pages, used to be called Templates, and that was confusing 
for people coming from the industry expecting the name Master Pages, so it 
was already renamed once.
