That's a binary Debian package. They should also be distributing source
code for their modified version of Scribus (in fact, they are required
to do so by the license). If you can get the source code as well it
might be helpful.
Thai is indeed very different, and they will have had to make lots of
changes to Scribus to get Thai text working well. Whether these changes
can be used in the main Scribus versions depend on how they made them.
Even if the changes cannot be put straight into the main Scribus version
it's likely that they would be helpful in the development of future
versions.
