I'm still not sure that popularity is a sensible objective.

Most people doing DTP are not naive users.
Most DTP software is expensive. (Overpriced ?)
Scribus is offering a real alternative.
Scribus is gaining significant market share.
What more do or should we want ?

I suspect that many of the people to whom you wish to appeal aren't 
using DTP at all. I'm not sure that scribus is for them, and I'm not 
sure that it should be until they recognise the limitations of the 
software they have already, and go looking for better tools.

At that point some public education about OSS might not be a bad thing, 
but that's a wider issue than scribus alone, and I'm not sure that 
scribus should lead on that except by being excellent within its specialism.
