Checkout Document Setup->Sections. It should be possible in 1.3.3.x, too

Aha!!!  I was looking in Preferences for Sections, and it was not there.
The Preferences choices look so similar to the screenshot for setting up pages
that I guess I just missed the directions "Document Setup" in
the Wiki documentation!!!  Thanks for the help.
