First, you need to understand what Master Pages are for. They are 
supposed to be an inflexible background for whatever editable material 
you put on top of it. Master Pages are editable, (Edit > Master Pages) 
but once edited are static. You then place text frames or whatever on 
top of the Master Page for your variable content.
In a sense you always have a Master Page -- the default Master Page is 
named Normal, and has no content. You either edit that Normal page or 
create new ones if you want to use Master Pages. Many times the blank 
default space is all you need.
