[Scribus] Image frame doesn't make any sense to me

I think there is a big mixup here in this dicussion.

For an image within an imageframe there are TWO sizes.

One size for the frame and one size for the image.

And there is also the placement of the image within the frame (if the
frame is bigger than the image).

This means you can make the frame bigger than the image (adding a border
to the image) or smaller than the image (=cropping it).

The image itself is scaled and positioned (within the frame) separately,
on the Image-tab of the properties palette.
