You might want to have a look at the server logs in case they're
informative. As far as I can see the file just isn't there, but it could
be some sort of file type blocking based on IP or authentication level I
guess (though this should really produce a 403 Forbidden).

I was going to suggest a case sensitivity issue, but that's server-side
so it's either going to work for everybody or nobody.
