You're right it isn't a "bug" but requests such as this one are better 
handled in the bug report anyway. This is a RFE (request for 
enhancement). I agree Scribus could be improved on that part. The 
options for frame drawing could be outside, inside or center (as it is 
right now).

Please browse the bug report to make sure no-one has spotted this, 
before filing your bug. We'll rapidly see what others think of this!
