yes, it would be possible
no, it would not be easy

You can just take the sourcecode and start rewriting. Since Scribus
uses QString and Qt's collections all over the place you'd probably want
to change those first. Then all the dialogs, tedious but surely possible.
Canvas and input event handling need more thinking, no idea how difficult
that would be.
Of course current Scribus and this port would share max. 10% of code or so,
so it would be effectively a branch. Since the current developers have a lot
of new interesting features on the roadmap, I doubt you would get any help
from there.

Judge yourself if this is "too difficult" or "feasable". :-)
