Those IBAN orders within EU are called "Internal Market orders"
("Binnenauftr?ge" in German) as opposite to "Foreign orders" for orders
to non-EU countries, and I was told it was EU law that, quoting from my
bank's (BA-CA in Austria) website:
"....
Cross-border transfers within the European Union can be executed at the
price of domestic transfers if specific criteria are met. For such
payments you can use the Internal Market order...."
Those "specific criteria" are IBAN and Swift/Bic numbers, and it's
certainly worked for me for transfers to Germany and Poland :)
