Select the image. Style > Image Effects

Once you see what is there already, note what kind of functionality is 
missing which would be useful for page layout, as opposed to image 
editing.

The image effects are not meant to replace a regular bitmap editor 
like GIMP, Krita or Cinepaint. More to quickly add some useful, easy 
to apply effects for layout.
