[Scribus] Finally: heise.de recognises scribus - report on release of 1.3

The German publisher Heise has finally recognised scribus development as 
"news-worthy" and published the 1.3 release on its news site:

For those of you who don't know Heise: Heise is *the* German language 
authority on IT related subjects. It publishes c't magazine, iX, 
Technology Review and high quality books on computer science. heise.de 
is a "must-read" for everyone in IT and one of the most popular German 
web sites. When they advertised for c't magazine a few years ago with 
the slogan "the Bible", no one complained, which is telling ...

Until now, scribus was treated as an "also ran" in the field of 
publishing software. I can only guess, but 1.3 seems to have impressed 
the editors, since they are extremely demanding (their reputation is 
built on that).
