You need to tell scribus ./configure where to find the (new) Qt. Since you 
have both the Debian package and your self-compiled Qt on your computer, 
scribus assumes the packaged one is the right one to compile with.

./configure --help should be enlightening, it's either --with-qt=/usr/local/qt 
or, if that does not work, --with-qt-includes=/usr/local/qt/include and 
--with-qt-libs=/usr/local/qt/lib
