Others have answered the "What" part of your question, but not really
the "why".

The most basic use of this wiki may be to collect useful tips, tricks,
FAQs, and other information that turn up on the mailing lists and in IRC
in a single easy-to-find location.

That alone should be mighty handy, but of course it depends on people
stepping up to make sure useful info does make it to the wiki.

Another use is planning and discussion efforts that either are of little
interest to most of the mailing list, or need to be kept around in an
easily referenced form.
