[Scribus] dockable windows

I would really like to see dockable windows in scribus, for the 
properties palette and all the other tools.

I thinkt that it can work quite well with pure QT. Look at the python 
IDE eric3 for example.

As far as I know, it works with PyQT, but is not using any kde stuff.

Perhaps the issues with the dockable windows in QT are fixed in the 
current QT versions?
