There is a /etc/bash.bashrc file, and if you want to do modifications,
create /etc/bash.bashrc.local for it, as you can read in the first lines
of /etc/bash.bashrc.

However, AFAIK it's much better to use the SUSEfied versions of qt3.
Latest version of that is 3.2.1-35.
I missed the reason why you need 3.2.2 (I have Scribus 1.1.2 running
fine on SUSE 8.2 with qt3.1.1), but you can get qt3.2.1-35 from
  
ftp://ftp.gwdg.de/linux/suse/ftp.suse.com/suse/i386/supplementary/KDE/update_for_8.2/base

I guess you'll also need qt3-devel-3.2.1-35 and qt3-non-mt-3.2.1-35
then, located here:

ftp://ftp.gwdg.de/linux/suse/ftp.suse.com/suse/i386/supplementary/KDE/update_for_8.2/development

Then a simple rpm -Uvh should suffice.
