Yes, this is correct and for a very sound reason. What this prevents is
"stylized" fonts, where false bold, italics etc. is applied to a font
when there is no separate bold or italic font. 

While this sometimes might not be an issue for files printed to a simple
inkjet or for a PDF destined for screen, in most kinds of postscript
printing or trying to output PDF to a commercial press, this can cause
all kinds of misbehavior. Sometimes you can get away with it, but this
can also cause letter to missing, spacing issues etc.. Moreover, if you
were to have a stylized font and then try export an EPS to place in
another program, you might find text does does not display properly or
the file may not be importable.

Pagemaker has this "feature" and the user interface does not prevent a
font from being stylized. This can cause files from Pagemaker to fail
pre-flighting before being sent to an imagesetter. 

So, while it is currently a bit awkward to select a font style from the
top menu or by the measurement tool, this prevents an unsuspecting user
from falsely applying font styles.
