On Windows Tkinter is installed by default alongside Python.
If one would use a Mac OS X provided by Python.org it certainly wouldbe there -
For OS X, there are instructions here:
https://www.python.org/download/mac/tcltk/  - probably making scribus
plug-ins print this
URL out if they are on MacOSX and Tkinter fails is a way out.
