Have you looked in the property tab in the paragraph effect sub tab for numered lists ?
There you will find a way to reset the start of the list.

I'm afraid you wont be able to reset the 2nd list only, without altering the first list, because scribus considers its 
only one list.
Is this so ?
In such a case, yes that would be a bug.

Note that in most of the occurences, there will probably be a title or a not numbered paragraph between the 2 lists, and 
the bug will not happen anymore because the 2 lists will be separated. So that's not so bad a bug.
For example it could be enough to insert a line with a simple space in between so the bugs doesnt happen.
Am i right ?

Please file a new bug.
A fix would be to consider that "whenever the numbering style changes"
then that is a new list,
and hence the numbering should be reset.
That sounds consistent and logical.
OK ?

Note that this issue also happens when the numbering style is the same in the 2 lists,
and the proposed fix wont work in such situations,
but IMO that would be a layout design failure,
and its not the responsability of scribus to fix the scribus user's design failures.
In such a corner case, the user will have to use manualy numbered lists,
and that's ok to me.
